Matt is a West Point graduate with master’s degrees in international relations and strategic public relations, Matt has published extensively on extremism, cyber influence, and information campaign evaluation, combining technological innovation with deep understanding of human behavioral drivers. He designed the Information Competition Simulator for the University of Maryland’s Applied Research Laboratory for Intelligence and Security (ARLIS) modeling socio-technical complexity in modern information environments. He served 28+ years in U.S. Army persuasive communications (PSYOP), designing multimedia campaigns across four continents and advising the Secretary of Defense on information operations. As Senior Advisor at MITRE Corporation, he developed cross-cutting technical strategies for USCYBERCOM cyber operations effectiveness.
